For this tutorial you will need the following:
PSP 9 but can be achieved using any version of PSP.
Dark Gold Pattern here
A Graphic of your choice.
DC Special Plugin  here
 
Right click and save the dark gold pattern to your pattern folder.
 
O.K.......Let's get started!
 
 1.    Open your graphic in PSP and go to Window/Duplicate.  Close original as we shall be working with the duplicate.
 
 2.    Resize grapic if necessary.
 
 3.    Image/Add boder 2px Symmetric - using a colour not in your graphic.
 
 4.    Select border with Magic Wand - using these settings:
 
5.    Flood Fill border with Dark Gold Pattern.
 
 6.    Selections/Invert.
 
 7.    Effects/3d Effects/Cutout - using these settings:
 
8.    Repeat Cutout but this time change the V & H to -2 (minus 2).
 
 9.    Select/Select none.
 
10.    Select the Selection Tool - using these settings:
 
11.    Select a piece from your graphic as per screenshot.
 
12.    Edit/Copy/Edit/Paste/Paste as new image.
 
13.    Place the selected piece in the Background of your Materials Palette.
 
14.    Activate the graphic you are framing and Select/Select none.
 
15.    Image/Add border/35px Symmetric - white.
 
16.    Select border with Magic Wand.
 
17.    Flood Fill border with pattern (selected piece).
 
18.    Adjust/Blur/Gaussian Blur/Radius 20
 
19.    Effects/Plugins/DC Special/Perssian Rug - X = 255   Y = 255
 
20.    Select/Select none.
 
21.    Image/Add border/2px Symmetric - white.
 
22.    Select border with Magic Wand and Flood Fill with Dark Gold Pattern.
 
23.    Select/Select none.
 
24.    Image/Add border/25px Symmetric - white.
 
25.    Select with Magic Wand and Flood Fill with the pattern made with the selected piece.
 
26.    Adjust/Blur/Gaussian Blur/Radius 20
 
27.    Effects/3d Effects/Inner Bevel using these settings:
 
28.    Repeat Inner Bevel.
 
29.    Select/Select none.
 
30.    Resize if necessary, add your Watermark and you're done!
